AI Overviews appear for some searches, not all. Google says a page must be indexed and eligible to show in Search with a snippet to be used as a supporting link, and that no special markup or file is needed.
So the basics still decide it: Google can crawl the page, it isn't marked noindex, and it answers the question clearly.
